WRONG CONNECTION TYPE (NO TEs)

Indicates that the terminal received the command but does not detect an end device to start/stop the requested data session for.

The terminal will not start a data session if it cannot ARP with the end device.

Try sending a “reboot” command to the terminal to give it a chance to ARP with the end device.
